                                                                                                    5 September-9 September 2018Organizing Authority (OA):Chinese Yachting Association,International FE28R Class AssociationQingdao Major International Sailing Events (Festival) Organizing Committee,China Marine Sport School, Qingdao Sailing Administrative Center &Qingdao Tourist Group Ltd.in conjunction with Shanghai Yacht Club & Resort, Qingdao Wanda YachtClub (WYC), Qingdao Tianze Sailing Club, Qingdao Sinan Sailing Club (QSSC),Qingdao Qianfan Sailing Club (QHSC), Qingdao Jiguang Radio Sailing Club,Qingdao OlympicSailing Center, China NOTICE OFRACE (Draft)1RULES1.1  The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).1.2  The rules for the handling of boats will apply, and will also apply to any time when the boats are on the water.1.3  Add to RRS 41 (e): help to recover from the water and return on board a crew member provided the return on board is at the approximate location of the recovery.1.4  The ORC-Club handicap system and the Offshore Special Regulations for Category 5 will apply for the Open Classes.1.5  No national authority prescriptions will apply.1.6  If there is a conflict between languages the English text will take precedence.2ADVERTISING2.1  Boats may be required to display advertising chosen and supplied by the OA.2.2  Competitors may display their own advertising in compliance with World Sailing Regulation 20.2.3  Teams may display their team’s name, image and advertising on each side of the hull but the material of the sticker must be 3M or others with the similar quality. The location of such advertising is shown on appendix C and the maximum size shall not be larger than 450mm high and 2000mm long.3ELIGIBILITY3.1  Local and international competitors who represent their nations, cities, clubs or the teams are authorized by OA with owner of the boats 3.2  OA will provide twelve J80; twelve FAREAST 28R(FE28R, Group A); ten FAREAST 28R(FE28R, Group B); twelve Beneteau First 20 (B20); twenty Byte CII youth; thirty Optimist (OP); ten Nacra 17 hydrofoil catamarans with valid third-party liability insurance. Teams may bring their own same classes of boats to enter the regatta. At the same time, teams may enter the Open Class A (mono hull, hull length of 35 feet or less), Open Class B (mono hull, hull length of more than 35 feet) and Nacra 17 with their own boats. 3.3  There will be radio sailing classes in the regatta. For details of it, please refer to the <2018 CCOR Radio Sailing Notice of Race> which is published separately.3.4  When the number of boats enter and register on-site for one class is less than 4, the event of that class will be cancelled.3.5  The table below specifies the minimum and maximum number of the team member that shall be on board during racing for each class:

At least one competitor or the helmsman of each boat above shall have competent course racing skills and experienced.3.6  Eligible teams, or boat, shall provide following documents:3.6.1 Entry Form (Electronic Version), photo and introduction of your team (within 400 words, photo of crews and VCR).3.6.2 Boat that not charted through the boat owner listed in NoR 20.1 shall have their boat’s certificate and insurance (photo copy) prescribed as NoR 18. 3.6.3 ORC certificate shall be provided by teams who apply for ORC opening classes. The photo copy of certificate shall be provided at on-line entry.3.6.4 Paper Entry Form with signature of boat owner or the person in charge and the Disclaimer of Liability for crew shall be provided at On-Site Registration. OA reserves the right to decline the entry due to the eligibility and number of the charted boats. 3.7  Entry deadline: 10th August 2018.Entry Form shall be received by CMSS no later than that day. Appendix D is the Entry Form. You may also download it from the official web-site of CMSS as the following: www. chinacmsa.com/. Entry Procedure will be completed when receiving the confirmation of OA, first come, first serve. 4FEES4.1  The following fees shall be paid when participating in the regatta:Entry fee for each competitor is 400 RMB whatever if the numbers of competitors exceed the limitation prescribed in NoR 3.5. The fee mentioned above may be paid in cash or credit card during the on-site registration, but sailors from Chinese mainland shall pay extra 100RMB each as the later entry fee.For Charter and Equipment Damage please refer to NoR 20 4.2  Teams who have entered may pay the entry fee and the equipment charter fee in advance by bank transfer to reserve the charter boat. The bank transfer information is as Appendix E.4.3  The equipment damage deposit may be paid in cash at the on-site registration. Equipment Damage Deposit will be fully returned if equipment has no damage after the regatta. When damage occurred, according to the damage to the equipment, only part of, or no damage deposit will be returned.4.4  Teams who completed the formality prescribed in NoR 4.2 or agreed with the organizing authority (OA) the method of payment mentioned above may receive the entry confirmation letter from the OA.4.5  The entry of Narca 17 will be organized by Shanghai Yacht Club & Resort separately.5SCEHEDULE

6MEASUREMENT6.1  Substitution of the damaged equipment may be permitted provided the damaged equipment has been checked by the chief measurer. Such substitution will be subject to the approval of Jury and will be substituted by OA if necessary.6.2  Boats of ORC class who would like to book measurement from the organization committee shall do it before 5th August. 6.3  Teams used the chart boat listed in NoR 20.1may bring their own spinnaker pole comply with the class rule, but they should be measured before racing. 6.4  No ground of redress and protest shall be made on the quality and failure of the chartered equipment. 7SAILING INSTRUCTIONSThe SIs will be available at registration. The SIs may be published on the official website of CMSS before the registration day. 8VENUE8.1  Appendix A and B shows the venue of racing. 8.2  The Race Committee may move the racing area closer to the harbor or to any other location due to the weather and safety reasons.9COURSEThe course will be published in the SIs.10PENALTY SYSTEM10.1  Rule 44.1 is changed as Two-Turns Penalty is replaced by the One-Turn Penalty.10.2  An International Jury will be appointed and the decisions of the Jury will be final.11SCORING11.1  One race is required to be completed to constitute a series for the Course races.11.2  When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores for course races.11.3  When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score for course racing.11.4  LDR will be an one off race and will be scored separately. The result of LDR will be added to the course racing as one race and cannot be cancelled. 12SUPPORT BOATSTeam leaders, coaches and other support personnel, with their boat, shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start, until all boats have finished or the race committee signals a postponement, general recall or abandonment.13BERTHINGBoats shall be kept in their assigned places or other designated area.14RADIO COMMUNICATIONExcept in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. VHF81A will be the emergency call channel for this event. Boats may listen to this channel while racing. You may bring your own VHF radio on board due to the reason that some of the provided boats may not have VHF facilities onboard.15PRIZESMedals and certificates of result will be awarded to top 3 positions in each event/class. Certificates of result will be awarded from fourth to sixth positions. The organizing committee may provide other awards to the top ranked sailors.16SAFETYWhile afloat, all competitors shall by themselves bring their own life jacket in comply with the ISO 12402-5 standard or higher and wear it which must be capable of being fastened at all time while afloat. 17DISCLAIMER OF LIABILITYAll those taking any part in the event do so at their own risk. See RRS 4, Decision to Race. The OA will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.18INSURANCE18.1 Each participating boat that not charted through the boat owner listed in NoR 20.1 shall be insured by the team with valid third-party liability insurance withincompetition area with a minimum cover of 1000, 000RMB per competition boat or the equivalent. 18.2 Each participating sailor shall be insured with valid personal accident insurance with a minimum cover of 1000,000RMB per competitor or the equivalent. If no proof of insurance is provided, it may be bought at registration.19RIGHT TO USE NAME AND LIKENESSBy participating in the regatta, a competitor automatically grants to the OA and its sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. 20CHARTER BOATS20.1  The organizing committee has negotiated with the boat owners the special charter fees for the regatta as the following:

20.2  Boats may be charted for the regatta on 5 September till the end of the regatta. If you need the boats before 5 September for practicing, the charter fee for those days is as showed above. Please contact the boat owner regarding this issue before you arrive at the venue.20.3  Teams who would like to charter the open classes may contact with the OA or CMSS.20.4  The charterer is responsible for the payment of all charter fees, damage deposits and complying with all charter conditions of the boat owner.
