                                                        9th Round Hainan RegattaSailing Instructions24th March – 1st April 2018
1. RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2017-2020.
1.2 From sunset to sunrise, the rules of Part 2 are replaced by International Regulations for Preventing Collisions at Sea (IRPCAS).
1.3 No national authority prescriptions will apply.
1.4 Additional rules
a) The World Sailing Offshore Special Regulations (OSR) for a Category 3 event;
(b) The IRC Rules Parts A, B and C.  There will be no limitation on crew number or weight except as required for boats rated.  This changes IRC rule 22.4.
(c) The class rules of boats entered in a One-Design Class;
1.5 [DP] denotes a rule for which the penalty is at the discretion of the protest committee;
1.6 [NP] denotes a rule that will not be grounds for protests by a boat. This changes RRS 60.1
(a).
1.7 Race documents will be published in both Chinese and English. In case of conflict between languages, the English text will take precedence.

2. NOTICES TO COMPETITORSNotices to competitors will be posted on the official notice board, located at:
2.1 Sanya Serenity Marina: In front of the race office
2.2 Haikou: At the lobby of the HuaLueXe Seaview Hotel
2.3 Lingshui: At the lobby of the Holiday Inn Resort Hainan Clear Water Bay
2.4 Wanning: At the lobby of the Wanning Kangle Garden Resort Hotel.
2.5 Additionally, the Race Committee will broadcast all information posted on the notice board by WeChat group.

3. CHANGES TO SAILING INSTRUCTIONS
3.1 Any changes to the sailing instructions will be posted 90 minutes before the first warning signal on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will take effect.
3.2 Oral changes to sailing instructions may be given on the water through channel VHF 77.

4. SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed at the flagpole near the pontoons within the marina.  
4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 40 minutes’ in the race signal AP.
4.3 [DP] When flag Y is displayed ashore, rule 40 applies at all time when boats are on the water. This changes the preamble of RRS part 4.

5.2 When the schedule includes in-port races, 2 races are scheduled to be sailed. One extra race per day may be sailed, provided that the change is made according to SI 3.

8. COURSES
8.1 The in-port races will be sailed on a windward/leeward course. The diagram in Attachment 1 shows the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.
8.2 No later than the warning signal, the race committee signal vessel will display the approximate compass bearing of the first leg.
8.3 Classes IRC-1, IRC-2 and IRC-3
(a) Sanya-west coast-Haikou offshore raceBoats shall leave the following positions to starboard:
No.1: N18°22.000, E108°17.000
No.2: N19°14.000, E108°23.000
No.3: N19°58.000, E109°12.000
No.4: N20°06.000, E109°45.000
(b) Haikou-east coast-Sanya offshore raceBoats shall leave the following positions to starboard:

8.4 Classes IRC-4, IRC-5& IRC-6

8.5 If the Wanning in-port race is replaced by the round-the-island race, boats shall round the island to port.  If a green flag is displayed before or with the warning signal, boats shall round the island to starboard.

9. IN-PORT RACE MARKS
9.1 Marks will be orange cylindrical inflatable buoys, except that mark 1A will be a red cylindrical inflatable buoy.
9.2 The starting marks and finishing marks will be race committee boats or pyramid inflatable buoys.  

10. THE START
10.1 The starting line will be between staffs displaying orange flags on the starting marks or between a staff displaying an orange flag at the starboard end and the course side of the yellow starting mark on the port end.
10.2 [DP] Except for their own starting sequence, boats whose warning signal has not been made shall avoid the starting area during the starting sequence of other classes.
10.3 For in-port races, a boat that does not start within 4 minutes after her starting signal will be scored Did Not Start without hearing. For offshore races, this time will be 2 hours.
This changes RRS A4 and A5.
10.4 If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and is identified, the race committee will attempt to broadcast her sail number, bow number or name on channel VHF 77.  Failure to make a broadcast or to time it accurately will not be grounds for a request for redress by a boat.  This changes RRS 62.1(a).

11. [DP][NP] COURSE RECORDING IN THE OFF-SHORE RACES
11.1 Boats shall record the GPS time when they cross the imaginary line, perpendicular to the course, at each Lat Long Position, including the finish.
11.2 Boats are required to keep the sailing track for the whole race on their GPS for scrutiny by race committee and as a back-up for YB tracking.

12. CHANGE OF THE NEXT LEG OF THE COURSE
12.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position.
12.2 Except at a gate, boats shall pass between the race committee vessel signaling the change of the next leg and the nearby mark, leaving the mark to port and the race committee vessel to starboard. This changes RRS 28.

13. SHORTENING OFF-SHORE RACES
13.1 When the race committee decides to shorten the course, it will notify the boats through channel VHF 77 or mobile phone.  A course may be shortened at a Lat Long position after the first boat has passed it.  This changes RRS 32.2.

14. THE FINISH
14.1 For in-port races, the finishing line will be between a staff displaying an orange flag on the starboard end and the course side of the black finishing mark on the port end.
14.2 For the off-shore races, the finishing line will be
a) Haiku: the longitudinal line at the Lat Long Position No. 4.
(b) Lingshui: The line between a staff displaying an orange flag at the Lingshui Marina lighthouse and a yellow finishing mark with a strobe light at night.
(c) Wanning: The line between a staff displaying an orange flag at the Wanning Marina lighthouse and a yellow finishing mark with a strobe light at night.
(d) Sanya: the line between a staff displaying an orange flag at the Sanya Serenity Coast Marina lighthouse and a yellow finishing mark with a strobe light at night.
14.3 The race committee may award finishing times/points to boats that are unlikely to finish within the time limit, using the scoring abbreviation FTA.  Once notified by the race committee, the boat shall head for the harbor as soon as possible. This changes RRS 35 and RRS A4.1. A boat may not request redress based on an action or non-action by the race committee. This changes RRS 62.1(a)

15. PENALTY SYSTEM
15.1 RRS 44.1 is changed so that Two-Turns Penalty is replaced by One-Turn Penalty.
15.2 For the in-port races and at the starting area of the in-port or off-shore races, the jury may apply direct judging as described in Attachment A.

16. TIME LIMITS AND TARGET TIMES
16.1 For the in-port races, boats failing to finish within 60 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing.  This changes RRS 35, A4 and A5.
16.2 For the off-shore races, class IRC-1, IRC-2 and IRC-3 boats failing to finish within 15 hours after the first boat sails the course and finishes will be scored Did Not Finish without a hearing.  This changes RRS 35, A4 and A5.  
16.3 For the off-shore races, class IRC-4, IRC-5 and IRC-6 boats failing to finish within 8 hours after the first boat sails the course and finishes will be scored Did Not Finish without a hearing.  This changes RRS 35, A4 and A5.  

17. PROTESTS AND REQUESTS FOR REDRESS
17.1 Protests may be delivered electronically or at the race office, within the appropriate time limit.
17.2 For in-port races, the protest time limit is 90 minutes after the last boat of each individual class has finished the last race of the day or the RC signals no more racing today, whichever is later.
17.3 For off-shore races, the protest time limit is 90 minutes after the protesting boat finishes. If the protesting boat finishes between 19:00 and 8:00, the protest time limit is at 10:00 the next morning.
17.4 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses.  
17.5 On the last scheduled day of racing, a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2
17.6 On the last scheduled day of racing, a request for reopening a hearing shall be delivereda) Within the protest time limit if the requesting party was informed of the decision on the previous day;(b) No later than 30 minutes after the requesting party was informed of the decision on that day; This changes RRS 66.
17.7 Penalties for breaches of the class rules or the OSR are at the discretion of the protest committee and may be less than disqualification.
17.8 Decisions of the international jury will be final as provided in RRS 70.5

18. SCORING
18.1 Each IRC Class results will be calculated by the application of the IRC Time Corrector (TCC) as a multiplier of elapsed time.
18.2 One in-port race or one leg of the offshore race is required to be completed to constitute a series.
18.3 IRC-1, IRC-2 and IRC-3:The result of the Sanya in-port race(s) will count as one score.The result of the Sanya to Haikou off-shore race will count as two scores.The result of the Haikou to Sanya off-shore race will count as two scores.The overall result of Round Hainan Regatta will be the total of the above scores
18.4 IRC-4, IRC-5 and IRC-6:The result of the Sanya in-port race(s) will count as one score.The result of the Sanya to Lingshui off-shore race will count as one score.The result of the Lingshui to Wanning Offshore race will count as one score.The result of the Wanning in-port race or the Wanning round-the-island race will count as one score.The result of the Wanning to Sanya off-shore race will count as two scores.The overall result of Round Hainan Regatta will be the total of the above scores
18.5 For each individual IRC class, in case of a tie in the overall results of Round Hainan Regatta, the boat with better score in the last leg wins. If the tie still remains, RRS Appendix A8 will be applied.
18.6 To request correction of an alleged error in posted provisional races or series results, the team shall complete a scoring enquiry form available at the race office and deliver it as soon as reasonably possible.

19. [DP][NP] SAFETY REGULATIONS
19.1 A boat that retires from a race shall notify the race committee on water as soon as practicable.
19.2 Before leaving the harbor, a boat’s skipper shall sign and deliver a complete crew list for the race or for the day to the race office before every race day.
19.3 Boats are required to be equipped with at least 1 satellite hand phone and 2 handheld VHF radios for navigation.

19.5 Boats are required to carry tracking devices, supplied by the organizing authority.
19.6 In case safety is compromised, a boat may use a propulsion engine or any other method, provided the boat does not gain a significant advantage in the race, according to RRS 42.3(i).

20. [DP] REPLACEMENT OF CREW OR EQUIPMENT
20.1 Substitution of competitors will not be allowed without prior approval of the technical committee.
20.2 Substitution of damaged or lost equipment will not be allowed unless authorized by the technical committee.  Requests for substitution shall be made to the committee at the first reasonable opportunity.

21. EQUIPMENT INSPECTION & MEASUREMENT CHECKSA member of the technical committee may instruct a boat to proceed immediately to a designated area for inspections or may board a boat.

22. [DP] ENGINE SEALS
22.1 Engines shall be sealed while racing the off-shore races. Sealing ribbons will be supplied by the race office.
22.2 When the engine is used during the emergency, the seal shall be replaced, the boat shall inform the race committee of the time and circumstances as soon as practicable and complete a statement in the race office at the first reasonable opportunity.
22.3 Numbered seals will be supplied to each boat before an offshore race. The crew shall record a continuous video of any sealing and unsealing operation, clearly indicating the time, the GPS position and the number of the seal and send the video to the race committee over WeChat.

23. [DP][NP] IDENTIFICATION Boats shall display stickers with bow numbers.  The organizing authority will supply the stickers and instructions for application upon registration.

24. OFFICIAL BOATS

25. [DP] SUPPORT BOATS Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment.

26. TRASH DISPOSALTrash may be placed aboard support and official boats.

27. [DP] HAUL OUT RESTRICTIONS Keels boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

28. [DP] DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between preparatory signal of the first race and the end of the regatta.

29. [DP] RADIO COMMUNICATION
29.1 The race committee will use channel VHF 77.
29.2 During off-shore races, boats shall monitor channel VHF 16.29.3 The harbor management will use channel VHF 12.29.4 Except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

30. DISCLAIMER OF LIABILITY
30.1 Competitors participate in the regatta entirely at their own risk and responsibility.  See RRS 4, Decision to Race.  The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
30.2 Before racing, competitors of IRC divisions shall sign a disclaimer of liability, declaring that they will comply with the OSR Category 3 Safety Requirements.

31. INSURANCEBoats shall comply with the insurance requirements as specified in the notice of race.


ATTACHMENT AOn-The-Water Judging
1. Procedure on the water
(a) When the judges observe a breach of a rule of part 2 or RRS 31, they may make a sound signal and display a red flag.
(b) If a boat involved in the incident promptly takes a One-Turn Penalty as described in SI 14.1, there will be no further action, unless the incident caused serious damage or injury.
(c) If no boat takes a penalty, the judges may penalize a boat with a Two-Turns Penalty as described in RRS 44.2, making a sound signal, pointing a red flag at her and hailing her bow number.
2. Additional Penalties
(a) If a boat gains a significant advantage despite taking a penalty, the judges may impose an additional Two-Turns Penalties as described in 1(c).
(b) If a penalized boat does not take the penalty, the judges will signal again the penalty as described in 1(c).  If the boat does not take the penalty after the second signal, she will be disqualified from the race without hearing and shall leave the racing area immediately.  The disqualification will be signaled by making a sound signal, pointing a black flag at her and hailing her bow number.  In addition, the boat may be subject to a hearing under rule 69. This changes RRS 63.1.3. Request for RedressA competitor may not request redress based on action or non-action by the judges on the water.  This changes RRS 62.1(a)

16.2 For the off-shore races, class IRC-1, IRC-2 and IRC-3 boats failing to finish within 15 hours after the first boat sails the course and finishes will be scored Did Not Finish without a hearing.  This changes RRS 35, A4 and A5.  
16.3 For the off-shore races, class IRC-4, IRC-5 and IRC-6 boats failing to finish within 8 hours after the first boat sails the course and finishes will be scored Did Not Finish without a hearing.  This changes RRS 35, A4 and A5.  

17. PROTESTS AND REQUESTS FOR REDRESS
17.1 Protests may be delivered electronically or at the race office, within the appropriate time limit.
17.2 For in-port races, the protest time limit is 90 minutes after the last boat of each individual class has finished the last race of the day or the RC signals no more racing today, whichever is later.
17.3 For off-shore races, the protest time limit is 90 minutes after the protesting boat finishes. If the protesting boat finishes between 19:00 and 8:00, the protest time limit is at 10:00 the next morning.
17.4 Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses.  
17.5 On the last scheduled day of racing, a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2
17.6 On the last scheduled day of racing, a request for reopening a hearing shall be delivereda) Within the protest time limit if the requesting party was informed of the decision on the previous day;(b) No later than 30 minutes after the requesting party was informed of the decision on that day; This changes RRS 66.
17.7 Penalties for breaches of the class rules or the OSR are at the discretion of the protest committee and may be less than disqualification.
17.8 Decisions of the international jury will be final as provided in RRS 70.5

18. SCORING
18.1 Each IRC Class results will be calculated by the application of the IRC Time Corrector (TCC) as a multiplier of elapsed time.
18.2 One in-port race or one leg of the offshore race is required to be completed to constitute a series.
18.3 IRC-1, IRC-2 and IRC-3:The result of the Sanya in-port race(s) will count as one score.The result of the Sanya to Haikou off-shore race will count as two scores.The result of the Haikou to Sanya off-shore race will count as two scores.The overall result of Round Hainan Regatta will be the total of the above scores
18.4 IRC-4, IRC-5 and IRC-6:The result of the Sanya in-port race(s) will count as one score.The result of the Sanya to Lingshui off-shore race will count as one score.The result of the Lingshui to Wanning Offshore race will count as one score.The result of the Wanning in-port race or the Wanning round-the-island race will count as one score.The result of the Wanning to Sanya off-shore race will count as two scores.The overall result of Round Hainan Regatta will be the total of the above scores
18.5 For each individual IRC class, in case of a tie in the overall results of Round Hainan Regatta, the boat with better score in the last leg wins. If the tie still remains, RRS Appendix A8 will be applied.
18.6 To request correction of an alleged error in posted provisional races or series results, the team shall complete a scoring enquiry form available at the race office and deliver it as soon as reasonably possible.

19. [DP][NP] SAFETY REGULATIONS
19.1 A boat that retires from a race shall notify the race committee on water as soon as practicable.
19.2 Before leaving the harbor, a boat’s skipper shall sign and deliver a complete crew list for the race or for the day to the race office before every race day.
19.3 Boats are required to be equipped with at least 1 satellite hand phone and 2 handheld VHF radios for navigation.

19.5 Boats are required to carry tracking devices, supplied by the organizing authority.
19.6 In case safety is compromised, a boat may use a propulsion engine or any other method, provided the boat does not gain a significant advantage in the race, according to RRS 42.3(i).

20. [DP] REPLACEMENT OF CREW OR EQUIPMENT
20.1 Substitution of competitors will not be allowed without prior approval of the technical committee.
20.2 Substitution of damaged or lost equipment will not be allowed unless authorized by the technical committee.  Requests for substitution shall be made to the committee at the first reasonable opportunity.

21. EQUIPMENT INSPECTION & MEASUREMENT CHECKSA member of the technical committee may instruct a boat to proceed immediately to a designated area for inspections or may board a boat.

22. [DP] ENGINE SEALS
22.1 Engines shall be sealed while racing the off-shore races. Sealing ribbons will be supplied by the race office.
22.2 When the engine is used during the emergency, the seal shall be replaced, the boat shall inform the race committee of the time and circumstances as soon as practicable and complete a statement in the race office at the first reasonable opportunity.
22.3 Numbered seals will be supplied to each boat before an offshore race. The crew shall record a continuous video of any sealing and unsealing operation, clearly indicating the time, the GPS position and the number of the seal and send the video to the race committee over WeChat.

23. [DP][NP] IDENTIFICATION Boats shall display stickers with bow numbers.  The organizing authority will supply the stickers and instructions for application upon registration.

24. OFFICIAL BOATS

25. [DP] SUPPORT BOATS Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment.

26. TRASH DISPOSALTrash may be placed aboard support and official boats.

27. [DP] HAUL OUT RESTRICTIONS Keels boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

28. [DP] DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between preparatory signal of the first race and the end of the regatta.

29. [DP] RADIO COMMUNICATION
29.1 The race committee will use channel VHF 77.
29.2 During off-shore races, boats shall monitor channel VHF 16.29.3 The harbor management will use channel VHF 12.29.4 Except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

30. DISCLAIMER OF LIABILITY
30.1 Competitors participate in the regatta entirely at their own risk and responsibility.  See RRS 4, Decision to Race.  The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
30.2 Before racing, competitors of IRC divisions shall sign a disclaimer of liability, declaring that they will comply with the OSR Category 3 Safety Requirements.

31. INSURANCEBoats shall comply with the insurance requirements as specified in the notice of race.


ATTACHMENT AOn-The-Water Judging
1. Procedure on the water
(a) When the judges observe a breach of a rule of part 2 or RRS 31, they may make a sound signal and display a red flag.
(b) If a boat involved in the incident promptly takes a One-Turn Penalty as described in SI 14.1, there will be no further action, unless the incident caused serious damage or injury.
(c) If no boat takes a penalty, the judges may penalize a boat with a Two-Turns Penalty as described in RRS 44.2, making a sound signal, pointing a red flag at her and hailing her bow number.
2. Additional Penalties
(a) If a boat gains a significant advantage despite taking a penalty, the judges may impose an additional Two-Turns Penalties as described in 1(c).
(b) If a penalized boat does not take the penalty, the judges will signal again the penalty as described in 1(c).  If the boat does not take the penalty after the second signal, she will be disqualified from the race without hearing and shall leave the racing area immediately.  The disqualification will be signaled by making a sound signal, pointing a black flag at her and hailing her bow number.  In addition, the boat may be subject to a hearing under rule 69. This changes RRS 63.1.3. Request for RedressA competitor may not request redress based on action or non-action by the judges on the water.  This changes RRS 62.1(a)
